What is the message retention strategy followed when network is down?

Well, it depends whether you mean UADP over UDP or MQTT.

With UDP the only policy is that the message are sent cyclically, so if some packets are lost, the next one is coming soon, anyway.

With MQTT, it depends on the MQTT connection configuration (QoS setting) in the Publisher.
