Yes, you can set the value of a TUaVariable with any status or timestamp with the DataValue property. For example:

MyVariable.DataValue := TUaDataValue.Create(Bad_OutOfService);

OPC UA Specification Part 8 defines the most suitable codes for Bad and Uncertain codes:

Or you can also use some of the Common codes, although most of them don’t apply to the variable statuses.
